which is causing failures for the Windows builds on the latest commit (since the tag is there). Is that still necessary for tests or?

You can delete it. I was using it to test stuff.

I mean it's not an issue if you need it still, it will only impact the build if it's on the latest commit, otherwise PRs will work.

I’m not using it, and I can always make another that’s older looking. Delete it without feeling bad
