It seems it doesn't work.
I wonder does it require sticky session feature to work? or is there any configuration wrong?

Fleet works out of the box with a load balancer, no sticky sessions needed. See https://fleetdm.com/docs/deploying/faq#can-multiple-instances-of-the-fleet-server-be-run-behind-a-load-balancer.
