I completed the signing for the 5.13.0 release with Fleet's cert. This was done via a workflow in the Fleet repo (https://github.com/fleetdm/fleet/actions/runs/10191617922/job/28193151762) and a GitHub PAT that I have since revoked that gave permissions to upload the artifacts.
