Hey @dry-lock-12496, looks like you are running the command correctly. On Windows, you actually do need Docker running on the host when creating the installer. We've got a post on the full process here: https://fleetdm.com/guides/how-to-install-osquery-and-enroll-windows-devices-into-fleet

Building a Windows installer has a couple of additional dependencies, so we set up a preconfigured Docker container for use during the build process. If you prefer, you can also use local installs of WiX and Wine to get around the Docker requirement.

That's strange. Did it appear that the install was happening? Do you have any logs in
C:\Windows\system32\config\systemprofile\AppData\Local\FleetDM\Orbit\Logs\orbit-osquery.log
