Fix for <https://github.com/jmpsec/osctrl/issues/469|#469>

Default setting for `osctrl-cli` was to use API instead of DB, so there were some panics due to nil pointers being referenced.  
Changed to use DB instead, as default. Once all the modes support the `osctrl-api`, we can switch back to use API by default.
