I saw a comment earlier that perhaps

config_refresh

only works with

tls

configs. I haven't had any luck on 3.2.4 having it reload changes for a

filesystem

config, yet from digging around in the code a bit, it feels like it should work, or was intended to. Has anyone else had a similar issue?
