--disable_watchdog=false is the default state for that flag, so you don't have to touch it or set it anywhere. If you wanted to make it =true then you should set it in the flagfile. The normal performance limits allow the daemon to use about 60% of single CPU for 9s and up to 200MB of estimated private virtual memory. When a query stops running that may have been intense you will see a drop back to 0% CPU utilization and the OS will determine how much memory is kept.
