We tend to have discussions about features or design in general so I don't think folks will mind the discussion. If you have specific operating systems this might impact more than others you can feel free to move the conversation there as well. We tend to prefer smaller disjoint PRs laying out specific functionality, just for rapid review and merging, however throwing up the whole thing in one PR wont be bad, it might just take us quite a bit of time to get through it.
