I don't use log rotate or newsyslog.d much, so pardon my potential misunderstanding, but in your scenario what's the difference between the local log and the log on the user's machine? As I understood it, you're concerned about the size of a log file on someone's laptop/desktop-- can you configure log rotate/newsyslog.d as in the example I linked-- on their machine?
