I was thinking about that indeed, I think the problem is that separating in multiple PRs would mean that a reviewer will see the framework changes on their own, and that will not tell him much. he would have to look at the second PR that adds tables that uses it.. but then that PR to work, would need the base code. So in the end the table PR would contain a big diff anyway.
