Imho right now the impact is almost nonexistent due to the fact that if the problem is time, we still have to find ~30minutes to save on Windows builds. Nonetheless cppcheck accuracy is indeed lowish compared to a scan-build which though it would take more, but it would be something that I would trust more as a blocker for a PR.
