1. Create a new layer inside libraries/cmake/compat 2. Add the layer before 'facebook' in OSQUERY_THIRD_PARTY_SOURCE under cmake/options.cmake 3. Mirror the CMake files for sqlite found in libraries/cmake/source/sqlite and libraries/cmake/source/modules
