I just released a tool for creating & manipulating osquery packs: https://github.com/chainguard-dev/osqtool The question I should have asked before-hand is: how are other people maintaining their osquery pack files, particularly those with many complex queries? I have to assume that I reinvented the wheel not knowing one existed already.
