Windows arm64 build issue created: https://github.com/osquery/osquery/issues/8637.

On this issue, I don't have direct experience (would be interesting to have the stack traces of the crashes from a debugger). Also, there's a high chance everytime the compiler is updated through a major release, that all the third party libraries in osquery needs to have their configuration re-generated
