I am curious why 4.2 kept thrift 0.11 for windows.

This might be because we have not migrated to a source/CMake-based build of Thrift and instead pulling down pre-built versions of the static library, which are outdated. Not an explicit choice to use the old version, mostly that no one has spent the time to update the build code.
