As for the MSI, there's a PR which is updating the guide (https://github.com/osquery/osquery/pull/5731) If you need to create a custom MSI you will have to use the

tools/deployment/make_windows_package.ps1

scripts, which though have some issues right now which should be solved by https://github.com/osquery/osquery/pull/5733.

Sorry I misread the version, indeed the build guide is for > 3.4.0. Even if the version is wrong in the url, you can find that guide here https://osquery.readthedocs.io/en/4.0.0/development/building/. As for the MSI packaging, the script is the same.
