As far as I know, Fleet will push config out to osquery clients which takes effect immediately without a full restart being needed, but I may have misunderstood that behaviour.

Probably the question is about dealing with config changes that require an agent restart. We are actually working on making this kind of configuration easier to manage from Fleet itself.
