Usually because the fleet url in settings is incorrect.

is it the fqdn of fleet, or of the proxy in front of fleet

This doesn't seem to include the call to retrieve the certificate. Can you please give some information from that?

<scrubbed> is showing the FQDN of the server. X.X.X.X is the internet facing IP of the server.

nm, I was able to get a pkg created that seems to work for what I needed.
