That's a little strange, as if you're seeing the scheduled queries come through, you should have already enrolled in fleet.

the work flow is typically:
1.) Come line, parse flags file or configuration
2.) If TLS, enroll
3.) If TLS, grab new configuration
4.) Start executing scheduled queries
5.) POST results if TLS
