should I run the in cmd or powershell ? cuz I tried to run it in cmd and got errors

What version of windows are you on? What specific errors are you getting?

I'm running Windows 7 64bits I get "the term '.\tools\build.ps1' is not reconized as the same of a cmdlet....."

Keep in mind that it should build and run on 7x64, but it is not supported. You can run it from either cmd or ps.
