When I go to roll out the chocolatey package that we push,we can call the certs.pem whatever we'd like, I think certs.pem is fine, but what I'm saying is that's not something which is dictaed by this PR. This PR only cares about getting the directory certs in the openssl libs from choclatey, and bundling it with the package
